I think Oly wanted to join the Semedo / Tavares deal and Benfica wanted to keep the two seperate. Also Benfica price Tavares at 10 million and Oly probably value him less.

He has little finesse but as a CB defending, he is superb. He can also score goals. He was a big part of Olympiacos's exceptional European journeys recently when Semedo was injured.
